意大利开审黑手党大案 46位政商黑帮站上被告席

中新网11月6日电据欧洲媒体6日报道，意大利5日正式开审一年前被警察“抄家”的罗马黑手党案，又被称为“Mafia Capitale”案，其中包括黑手党人、企业家和政客，他们组成强大的关系网，横行罗马城，这也是九十年代以来涉及黑社会贪腐的大案子。此案的关键在于，这些形形色色的人组成的网络最终将被法院认定到底是黑社会行为，或只是简单的犯罪团伙。

　　此案件于5日9点半在罗马刑事法院开庭，在场听众不下几百人，包括律师、记者或好奇的普通市民，很多人因为还座椅不够而站着。

　　去年12月，意大利警方在罗马展开一场反黑行动，37人在行动中被逮捕，包括前罗马市长阿莱曼诺在内的100多人被调查。随着调查内容不断被公开，罗马这座“永恒之城”中的一个惊天大案就此被揭露开来。

　　46个被告里，一号人物要数卡尔米纳蒂，他因贪腐、转移公共财产受到司法起诉，开庭当日他们没有出庭。他今年57岁，是意大利前极右翼极端组织“武装革命核心”成员，也是臭名昭著的马利亚纳团伙成员。

　　他负责向成员下达命令，招募新成员，以及与其他黑手党组织和上流社会保持秘密联系。

　　这个人颇有传奇色彩，卡尔米纳蒂在警方公布的秘密录音中与其他人有这样的对话：“活人在上，死人在下，而我们在中间……让不可能的事变为可能”。这像是电影台词的一句台词，颇能反映黑手党的精神和气场。

　　据警方调查显示，“中间世界”依靠恐吓和贿赂等不法手段，控制了整个罗马城的垃圾管理和回收、市政建设以及人力资源派遣等多个领域，依靠假合同、伪造发票、串通投标等方式攫取了数亿欧元的不法收入。

　　议会或被渗透

　　去年警方的“打黑”行动不仅牵涉多位中右阵营人物，现执政党民主党多位成员也被调查。对此，意大利总理伦齐已委托民主党全国主席奥尔菲尼彻查民主党罗马分部的腐败行为，力求将负面影响降到最低。

　　意大利内政部长阿尔法诺当时曾授权罗马警察局局长佩科拉罗对市议会的各项记录进行彻查，一旦发现有黑手党渗透行为，罗马市议会很可能被解散并重新选举。

　　官黑勾结牟取暴利

　　在警方勾勒出的罪恶链条中，负责垃圾处理的罗马市环保公司前首席执行官潘齐罗尼、负责管理市政资产的罗马市政集团前首席执行官曼奇尼、负责向政府机构派遣劳务人员的“6月29日合作社”负责人布齐等重要人物纷纷牵涉其中并遭警方逮捕。

　　调查显示，潘齐罗尼等人每月均从“中间世界”领取固定收入。潘齐罗尼和曼奇尼均利用职务便利让罗马多项市政服务项目和建设项目落入黑手党之手。而布齐负责管理该组织资金，并负责买通相关官员。在一份警方公布的秘密录音中，布齐曾称“非法移民比毒品买卖还赚钱”，并扬言要“买通罗马市一半的警察，然后处理掉一些碍事的记者”。

　　与潘齐罗尼和曼奇尼关系密切的前罗马市长阿莱曼诺已被警方调查。警方怀疑他在2008年至2013年担任市长期间，利用职务便利任命“中间世界”组织指定的成员担任市政府下属公司高层管理人员，并利用公共资金帮助该组织控制的劳务派遣公司解决融资问题。
