北京市住建委：11月9日起实施不动产统一登记制度

　中新网11月6日电据北京市住建委消息，北京市现已完成不动产登记职责机构整合工作，定于2015年11月9日起实施不动产统一登记制度并启用不动产登记簿证。现将有关事项通告如下：

　　一、不动产登记机构

　　根据北京市编办《关于整合北京市不动产登记职责的通知》规定，北京市国土局为我市不动产登记机构，北京市、区县相关部门承担的土地、房屋、林地等不动产登记职责统一交由市国土局承担。不动产的管理职责仍由原相关部门承担。本市农村土地承包经营权纳入不动产统一登记予以五年过渡期。过渡期后，改由北京市国土局负责农村土地承包经营权登记工作。

　　北京市不动产登记事务中心，具体承担在京中央单位、驻京部队、保密单位等不动产登记的事务性工作；各区县不动产登记事务中心，承担本行政区域内不动产(不含军产、央产、保密产)登记有关的事务性工作，市、区县不动产登记事务中心办公地址及咨询电话详见附件。

　　为方便群众办理房屋交易和申请不动产登记，减少群众办事成本，原则上在区县不动产登记事务中心办公场地保留市住房城乡建设委房屋交易窗口，尽量实现同址办公。

　　二、不动产登记簿证启用时间及原有证书效力

　　自2015年11月9日起，北京市启用不动产登记簿证，即日起受理的不动产登记申请按不动产统一登记程序办理并颁发不动产权利证书；之前受理的各类房屋登记、土地登记申请仍按原有工作程序颁发房屋、土地等权利证书。

　　启用不动产登记簿证后，原有登记机构依法颁发的房屋、土地等权利证书和制作的登记簿继续有效，并按照“不变不换”的原则，权利不变动，簿证不更换。
