缅甸军方谈大选：将会尊重选民的心声

人民网仰光11月8日电（记者 王天乐）11月8日下午4时，缅甸大选投票截止，各票站关闭并随即展开点票工作，预计结果将于9日开始陆续公布。整个选举过程在平稳、有序、和平的氛围中顺利进行，直到结束。

当天的大选投票从早上6时开始，很多人天不亮就早早赶到各个票站排队等候。记者首先奔赴全国民主联盟领导人昂山素季进行投票的一个票站，这个设在仰光一所小学的投票点已经排起了两条长队，选民们分别在两间大教室内进行投票。

选民科科告诉记者，之所以一大早就赶来排队，是因为非常期待今天的投票，这是国家政治民主化进程的一个重要里程碑。对于能和昂山素季在同一个选区，科科也表示很兴奋，并称自己在投票结束后会留下来，要等到亲眼看到昂山素季前来投票。

缅甸本次大选被认为是该国25年来最为自由和广泛的选举，也是缅甸自2011年逐步民主化以来的首次大选，选民投票积极性高，相当踊跃。据缅甸联邦选举委员会副主任吴丹辛昂对媒体表示，初步统计显示选民投票率达80%。

缅甸总统发言人吴耶突在选举投票结束后表示，很高兴看到选民踊跃投票，各方应该接受人民的选择。之前在11月6日，缅甸总统吴登盛明确表示，政府和军方将会尊重自由公平选举的结果。缅甸国防军总司令敏昂来在投票后对媒体表示，军方将会尊重选民的心声，“如同赢家会接受结果，输家也应该接受。”

本次大选共邀请了1000多名国际观察员和近万名国内观察员，中国外交部亚洲事务特使孙国祥率领中国观察团应邀观察大选。7日，孙国祥在接受中缅媒体联合采访时表示：“作为缅甸的好朋友、好伙伴、好邻居，我们接受缅甸的邀请，作为观察员来观看、观察这次大选，对于我和我的同事们也是一次学习和了解的好机会。我相信，缅甸方方面面已经做好了的准备，我们衷心希望这次大选能顺利进行。”

8日，在某投票站观察选举的一名欧盟国际观察员告诉记者，这次缅甸政府主动邀请了众多观察员监督选举，这是一个非常好的举措，因为更多的观察员即意味着透明度更高，这将有助于选举的公平和公正。

本次缅甸大选将选举产生联邦议会和省邦议会共1142名议员，其中联邦议席498个，共有91个注册政党推举5728名候选人以及310名独立候选人竞选。其中，执政党联邦巩固与发展党和最大在野党全国民主联盟均推举了1100多名候选人展开全面竞争。

缅甸联邦议会由440席的人民院和224席的民族院组成。该国宪法规定两院各有1/4的议席有军方委任，合计为168席；剩下的议席均通过直接选举产生。新一届联邦议会产生后，将分别由民族院经选举产生的新议员、人民院新议员以及两院中不经选举而由军方委任的议员，每部分提名一位总统候选人，然后联邦议会全体议员投票，从三名候选人中产生新一届总统，另两位候选人则为副总统。

新一届联邦议会将于明年1月举行首次会议，并于2月选举总统，其后由新总统组建政府。现任总统吴登盛领导的本届政府的任期将于明年3月底结束。
