证监会重启IPO新股发行 28家暂缓发行企业年底前将全部恢复

央广网北京11月6日消息（记者丁飞）据中国之声《新闻晚高峰》报道，今天下午证监会召开每周例行新闻通气会，回应证券市场热点问题。

　　证监会新闻发言人邓舸今天在会上正式宣布了重大信息：重启IPO新股发行。邓舸表示，目前股票市场已经进入了自我恢复和自我调节的阶段，此时恢复新股发行将有利于增强市场活力，修复市场功能。同时证监会也将发布进一步的改革和完善新股发行制度的政策措施，这些政策措施具体包括：针对此前巨额打新资金对货币市场造成的影响，证监会将取消现行的新股申购预先缴款制度，改为确定配售数量之后再进行缴款，同时证监会表示将强调投资者自负盈亏，证券公司不得接受投资者全权委托进行新股申购。此外针对公开发行2000万股以下的小盘股发行，一律取消询价环节，由发行人和主承销商协商定价，以提高发行效率。此外证监会还宣布了一系列的配套措施，对中小投资者合法权益进行保护，以及强化中介机构的监管和落实中介机构的责任等等。在具体的时间上，邓舸表示，证监会决定将按照现行制度先恢复前期暂缓发行的28家企业当中的10家的新股发行，预计需要两周左右的准备时间，剩余的18家公司将在年底前恢复发行，接下来证监会将合理安排审核制度。

　　今年7月份，国务院会议决定暂停IPO，4个月之后证监会再度决定重启新股发行，必将对下周的资本市场产生重要的影响。
